If your running a skat 3 blade 15/20 you are way way over proped. Do you mean solas 4 blade 15/20?

i had the same prob. 15/20 was only getting 7700rpm and with 14/19 i was banging off the rev limiter. with xs and gen II and 42's and so on.
i bought the x charger and got all my rpm's back from the 15/20 (8120)

A skat 3 blade 15/20 will take minimum of Rude1 to pull it. In fact i couldnt pull it with a rude1 in heat at my altitude.
I doubt you could even pull a 15/19 3 blade as that is the Stage 3 Riva prop.

You need a solas 15/20 or put the 14/19 back on and if on limiter add some pitch.
