Steve I've got to have my references. I was just trying to adjust the steering cable and instead of just put trying sockets till I found the right size I just looked at your how-to. It pulls to the left and I think that you turn the nut clockwise, cant really tell on trailer. I was hoping the bars would start moving so I would know but no luck.

NCHeel: have you put the bars in a neutral positon by picking a point on both sides of the footwell, I usually use one of the rivets that hold my mats down, then after you establish a common point, take a straight edge across the steering nozzle exit and measure to pump support just below the bolts/studs that hold the pump on, it is flat there, that`s a good way to find center...PR...

    Heel:

On a calm day loosen up the set screws and go ride it and adjust on the water. There is no better way to get it just right. Easy to reach in and turn clockwise/counterclockwise.

Got it right? go back to the dock and tighten down the set screws with a 10mm wrench and your done

Yeah, clockwise is th answer, its been like that since last year. I flipped the spacer/bushing thing around that is on the nozzle and ever since then the steering was off. The trim, right at the buzzer holes, that forms a point was in the 1 o'clock position.
