If it was paid via PayPal, you can file a dispute. PayPal will lock the funds, and tell the seller to resolve the problem with the buyer.

Eventually either the buyer gets the goods, or the buyer gets the funds returned.

Since eBay owns PayPal, the dispute resolution process is integrated when the payment is for an eBay item.

Link says item removed... I put the item no. in and found it.
Seller was a member for over a year, maybe it's a communication issue.
I would definitely contact ebay and bitch about it...

make a claim. paypal's new policy is that if he cant provide proof of shipment youll get a refund even if the money is no longer in his paypal account. paypal will take the loss.

pay pal definitely is the answer there, they will return your funds. I know I had to deal with that once before and the funds came back pretty dam quick. Also keep in mind (depending on the exact time frame here) that sometimes people forget, go out of town, get sick, computer crashes, etc) so don't go flip out on them if its only been a few days, I know for a fact that as a seller I totally forgot to send an item once and I was glad that the buyer was very understanding.
