The trim motors can get water inside, and the gears rust.
Often, the motor can be taken apart and greased, the gears cleaned up, and it will come back to life.
The first test is to disconnect the trim motor wires, and directly connect the two motor wires to a 12 volt battery (reverse the battery polarity to run the motor the other way).
If it runs on the battery, then the problem is in the switch or the wiring.
If it doesn't run on the battery, then it is time to pull the gear box apart.

The trim push rod is connected to a plastic wheel which is turned by the motor. Over time the slots on the plastic wheel that the motor uses to turn the wheel becomes worn and it just slips on it. Hopefully you just need to replace this plastic wheel and don't have to pull the whole thing apart. Also, sometimes the push rod breaks off of the plastic trim nozzel and the nozzel needs to be replaced.
