bought a carb rack from a guy he said the internals were brand new...checked the needles/seats n they have a groove in the top of them...i've rebuilt carbs before and i've always thought that top rubber piece on the needle is suppose to be smooth? thoughts?

    Yep.

Sounds like all new internals didn't include the internal needles and seats.

If they look dirty and dingy, they are old. (not to mention, grooved)

New N/S should be shiny brass.
