Seperate them from the rack and reposition all the same.

Here's what I do, and I just pulled the carbs for a jet change and found the pto carb not closing 100% when the idle adj screw was backed off. The mag and cen carbs did close completely.
Anyhow, I leave the carb rack intact, and use mirrors to reflect light from above my bench to shine light through the carb bores.
You can see the throttle plate is not closed by the light shining through in the 3rd pic.
To be continued....

You need to turn the idle adj screw, and the return stop screw out till they don't effect the throttle plate position on any of the carbs. I was lucky and only had to turn the adjustment screw out on the pto carb (ccw) to get it to close, and open at the same time as the other carbs.
I then use the idle adj. screw to open the throtltle plates and see that they open at the same time.
If you need to adjust all 3 carbs, I find it easier to get an end carb to close fully, and adjust the next inline to do the same. Then adj. the last carb and tweek each as needed to get them to open an close at the same time.
The fourth pic is of all carbs closed completely.

With the idle adj. I can visually see that they open and close at the same time.
