I'm not 100% on this but i'm pretty sure registration numbers have to be above the water live and visible at all times.

In my opinion your letters are very hard to read in that photo.
The main thing they look for is legible condition, how easy is it to read from a distance on your watercraft. According to the website below:

"The registration number and validation decal must be displayed as follows.
Numbers must be painted, applied as a decal, or otherwise affixed to both sides of the bow and maintained in a legible condition."

NOTICE: The PWC image they include here shows it ABOVE THE BUMPER,
this is FLORIDA law; may be different in other states.

In my opinion, getting hassled about this is going to depend on the officer who stops you; I have had some of these LEO's tell me mine are too dark and threaten me with a ticket, others have never said a word about it. With letters like that, I think you are asking for trouble and you could very well get a ticket.

    it's legal in Canada

the numbers have to be above the water line.

I have the provincial police beside my slip and they questioned me at first ,but when they saw it was visable and above the water line they said it was perfictly fine

I didnt realise that the numbers on you guys skis are a legal requirement. I thought they where just like the numbers we have on are skis for the anti theft scheme we use but we can remove them if we want.
