Can a fuel pressure regulator increase speed w/o after market ecu
Can a fuel pressure regulator increase speed even though an aftermarket ECU is not being used?

A rising rate fuel pressure regulator is not going to increase speed. It's going to deliver additional fuel needed to support modifications and keep your engine from running lean. You wouldn't want to use one without also measuring your air fuel ratio and then you can adjust the FPR as needed.
