You say there is no boost leak, but do u have a gauge and what is it reading?

If not you should get one to check it. The RPMS are up though. Huh... wait for a pro to answer.

The revs are up so it could be a wear ring or prop issue

+1 To much fuel, He needs to find a way to cut the Fuel back and then he will need a prop repitch.

Basically just needs a good tune. Where is he located?

What size nozzle? might try a smaller ring to get off the limiter, and pick up some speed.

Yep, he's all over the limiter if seeing 8200 on stock 04 ecu, Also too much fuel. 42's and rrfpr would do the trick. Though the engine seams to be running strong it is strange that it is only running 70 mph. Should be 78 mph with that prop and rpm. I'd be looking for a drag related issue along with addressing the other mentioned Items such as fueling and prop. Was this a new untouched prop? Take a good look at the pump shoe where it meets the grate and inspect the grate , rideplate and hull.
