Finish removing the grate. Is there ANY of the bolt above the surface of the hull? if so,use a bit of heat, and a stud extractor.
If there is no portion of the bolt protruding below the hull........Apply a little heat to what is left of the bolt, and get you a SMALL prick punch and a SMALL ball peen hammer. Start by making a dimple in the end of the bolt, off to one side, then, laying the punch at an angle to unthread the bolt GENTLY start tapping on the punch. Take your time and apply more heat as needed. Just don't get STUPID with the heat, the punch or the hammer! TAKE YOUR TIME........... you should be able to slowly back the bolt out.
    Good luck

Put the tip of an electric soldering iron on the bolt.
