03 gp800s starts and runs great out of water, bogs in water, brand new carbs.

alright so just did the oil seals on this ski, it has a new sbt motor in it. Everything looks great inside the motor as well. anyway, got the ski buttoned up, and started. runs like a top out of water. sat for a week and started within the first 2 seconds no priming either.

anyway put the ski in the water and it takes forever to get it up to speed, and only does like 45, i think around 5 k it has a major bog. also throttle response is crappy. doesn really wanna get out of the hole either. any ideas? i am thinking maybe the carbs need adjustment ? what are the jets suppose to be in a stock 03 gp800r and what are the air screws suppose to be at? also am i missing anything?
