    going from a 12" to 13" tires?

i picked up a single zieman trailer with the 4.80 12" b load rated tired.
i would like to upgrade to the 175/80/13 trailer tires. but, will the fenders be in the way?
is there a way to put the axle under the leaf springs to give me more tire clearance.
worst case i would go with the c load rated 5.30 12" tires.
but, i prefer the 13" setup.
    any ideas?

I am actually debating doing the exact same thing, I replaced my tires at the beginning of last season and they are still in great shape as I didnt ride that much last year..... I replace them every other season weather they are worn or not (for the price its cheap insurance). I am thinking about flipping my axle under the springs and running a 13" wheel/tire set up next time around.
