657x will not slow down to idle

I'm trying to get my engine to idle. I have adjusted my Hi's & Lo's in and out and have not seen any change. It will not slow down until I pull the choke. I now have all hi's & lo's 2 turn's out. Is this a good place to start with adjustment's? What should I try next to slow this thing down?

I cleaned the carbs with carb cleaner. I removed the 2 carb filters when I just rebuilt the top end. I have had the boat out 2x and it seemed to run better when it was cold. It would surg with the RPM's between 5&7. The RPM's were fast on a cold engine at idle. Now that I have made adjustments to try to slow it down it just got worse and I cant remember where the adjustment screws were to start with. Adjusting it doesn't change anything.

could this be something stuck open in the carb to make this thing run wide open?

I wonder if you have an air leak. did you replace the gaskets under the carbs when you did your rebuild? you could be missing one or ripped one and its sucking in air. also did you check the pulse line to see if its attached to the carb or the crank case?

It has new gaskets. Everthing is tight. pulse line is hooked up tight with clamps at the carb and crankcase.

Found a grommet to the check valve came out. This made it slow down some when I put it back in place. The grommet is damaged and I have ordered a new one.

spray carb cleaner on the rear crank seal seal while its running and see if it changes the idle speed
