I can't seem to find the solution to this problem anywhere? Can someone point me in the right direction.

sounds like the jumper is already installed...that's why it is running with the bilge button pressed down(bypasses the LR module)so......sounds like you have a bad LR module

Is there an easy fix to this? Can I put in a toggle switch on the bilge wires?

Allright, you've convinced me. Should I buy new or used? Any suggestions on where to get one?

Ok, Replaced the lr regulator with a brand new one and the problem still exists, it seems that it does want to run everyonce in awhile but will not stay running unless the bilge button is pressed down. Also the trim buttons don't work unless bilge button pressed in, this normal????? I'm thinking that it may be a ground problem, but the engine/battery ground are tight. Any suggestions?

By pressing the bilge button, you are doing what the LR module/regulater does when it is running. So , yes, that is normal-on the trim buttons.

It looks like the reg is not turning on. It turns on when it sees a signal from the ignition stator.
Check the yellow wire from the stator for 12v. With the LR reg diconnected
Check the LR mounting plate for good ground.
