question about paypal
sorry to rant but off of a car forum i purchased some items that he said would fit my application, recieved the items and come to find out they wont work(but a car dealership "said they'd fit my car") and now the seller is ignoring all contact with me. is there a way on paypal you can raise a dispute?

Did you use a credit card on paypal or a bank transfer? If you used a credit card contact them first. You may have to put your story in writing contesting the charge and that will get paypal's attention and they will go after the seller and get the money back. You will loose out on the shipping though. Good Luck and be persistant.

Yes, there is a dispute feature to paypal. This is a SNAD dispute (significantly not as described). Once initiated, Paypal will contact the seller. If the seller does not respond to them, they will attempt to get the money back for you from the seller's paypal account. There is risk in this if there are no funds in the paypal account.
It is easiest to dispute if you used a credit card to fund the paypal payment.
