this has to be from a chemical, almost looks like they were hit with a little muriatic acid

Bill, what's the best way to remove that?
The woman who gave these to me, said the guy that removed them had them soaking, as he told her that would clean them.

I have no idea other then Bead blasting or hydroflouric acid dilution (Brightener) http://www.ehow.com/how_2002479_acid_wash_aluminum.html
Basicly what is done is a deep stain, really won't affect performance just looks.
