OR/BLK wire on curcuit board on 98 slxh

im cleaning up my curcuit board and i noticed that the orange and black terminal conector rivet is 1/4 of the way overlaping the grounding plate that backs up to the curcuit board is it supost to be touching the backing plate or be isolated like all the orange and purple terminals i tryed looking up in my manual but couldnt tell for sure it seems acording to the wiring schematic its supost to be isolated from the grounding plate just want to be 100% before grinding on it. thanks for the help
