Need Help ... 1300 EFI non-power valve acting up

My buddy has an XLT that we swapped a 1300 EFI non-power valve motor into. Stock motor and we swapped everything over. Here is what we have:

    Stock 1300 EFI Non-PV motor
Converted to Pre-mix running Pennzoil 100% synthetic
    D-Plate w/chip

Now..when i put it in the water she ran good up until 6000rpm and wouldn't go over. After a while, i let go of the gas and it wouldn't go below 3000 rpms. Pulled it out of the water and started it back up, right away to 3000 rpms then without hitting the throttle it revs out of control up to the rev limiter.

    Any clues?

Thanks TJ! Found the problem with the Low End and it sticking at 3000. It was the Small rubber boot from the 1200 cable falling into the Throttle cable spindle (not letting the Throttle close).

Now on the TOP end, i can't get the thing over 5,000 rpms in the water. Funny thing was two weeks ago it ran 7120. Would the TPS sensor compensate for the above problem, now not allowing it to go over 5,000? I unplugged the battery to see if it will reset the ECU.

Dont know what you used for a throttle cable but I had problems when I converted mine. I know Jim was able to get his stock 1200 cable to work but I wound up using a throttle cable from an XLT800. Its a foot longer and very easy to route to the TB's

Thanks scittb. The throttle cable is now good. We drilled another hole to at the handle bars to compensate for the shortness. It opens and closes completely now. Just trying to figure out why it bogs above 5,000 (like it's hitting the rev limiter).

Nope...nothing reset. Can't get this thing over 5000 rpms. On the trailer, i'm able to feather the throttle up to 7,000. In the water, can't get it to go over 5,000. It bogs like it's hit a rev limiter.

TPS could be out of adjustment or bad... no limp or re-set on these ECUs, they are very basic

just for grins what impeller you have in there?

also did you change the first section of the U pipe when you converted to non-pv?

Have the complete 1300 setup in there (motor, manifold, u-pipe, stinger). I am using the 1200 water box.

    Running the HO pump with re-pitched 14/20 to i beleive 13/20. A non-ported 1200 ran this prop at 7050.

How do you adjust the TPS or check to see if it's bad?
