When did the problem start, after winter hibernation?
You say you went through the carbs but did you pull the internal filters and clean them?

No load on the engine when on land.

    Did you replace the impeller?

Did you do a compression test?

    Is the red light flashing?

Did you verify all 3 cyls are firing? (does 1 feel cold while the others are hot)

Did you check the reeds when you had the carbs off?

Did you replace the impeller? yes

Did you do a compression test? no but seems to have good compression

Is the red light flashing? no

Did you verify all 3 cyls are firing? (does 1 feel cold while the others are hot) The one in the front runs hotter then the ones in the back

Not this time but I look at them last year. The ski did the same last year

This has been the problem since I bought the ski last year.

The carb kit came with new filters

I'm not even sure what question you answered.

How about answering the rest of my Q's?

If you want help, we need information. As much as possible to give you an idea of where to begin.

Since it's been like this since you purchased the boat you should verify a couple of things

    Crank index
    Compression
    Fuel pressure

It could be a Blown head gasket. Same thing happened to me. Try something, while in the water ski goes 3500rpm ok. stop it and touch the cylinders. which ever is not hot then is not firing and could be a blown head gasket. plus we have same ski so that could be the case. or also limp mode? low gas or low oil?
