Better picture would help but it looks to me like you have some delamination of the fiberglass. The way to repair this is to cut out all the damaged areas. tap the area with the edge of a quarter and lsten to the sound, if its a dull sound the area has delaminated. Gut it back to solid fiberglass then feather the edge with a disk sander and layup some new fiberglass and resin (epoxy is best). Feathering the inside and laying up from the inside is the cleanest way to do it if you can get access. If you go to the West System epoxy web site they have some videos showing the process. I think jamestown distributors has some on theirs as well.

Man! That hull is JACKED UP! If you are gonna fix that, you are gonna need extra help. Maybe hire your son and pay him?

Put a little Windex on it, be just fine.. Ouch, looks like a little fiberglass repair kit is in order along with a fresh gel coat.
