1995 XP - No spark but turns over

I have replaced spark plugs and checked fuses. MPEM looks brand new (no water has gotten in). Have used a fully charged battery.

What is the next step to determine the issue?

    Thanks!

    Bump...

Also, the gauges are not functioning (before or after lanyard is attached), but the ignition lanyard button and start/stop button are both functioning.

    Any idea?

    First,

Disconnect all plug connectors going to the Gauge(s) to
help isolate the problem. If the Gauge(s) are shorted internally
they may hold down the rest of the system from functioning.

Then you need to verfy the MPEM is *getting* a Trigger Signal
from the Magneto Plate Trigger Coil--

If the MPEM is getting a Trigger Signal then you have
to further verify it's putting out a .5~.7 Volt AC Pulse
to the Spark Plug CDI Ignition Coil

If the CDI Coil is getting a Trigger Pulse and the Spark
Plugs arn't "sparking" you have a bad CDI Coil.

Get the p/n off the side of the Coil and IM me
    the number--I have a used/good condition
Coil I will sell for 50% off retail + shipping for your Model.

Use the troubleshooting routine below to check for the
    aformentioned Pulses and Triggers

... but FIRST: Verify ALL your Ground wires are a Solid
connection, the Plug in the Front of the Magneto Cover
isn't corroded and the Battery is a Solid

(Please X-cuse the CAPS--this was Copied-n-Pasted from my notes)

TESTING MAGNETO IGNITION TRIGGER COIL OUTPUT:

    >>> SET VOLTAGE RANGE ON METER TO LOW RANGE AC
and “HOLD BUTTON” for HIGHEST VOLTAGE OUTPUT ATTAINED SINCE
THE OUTPUT WILL PULSE QUICKLY and is HARD TO CAPTURE//READ.

BLACK/RED STRIPED WIRE to GROUND= .50+/-VAC TRIGGER SIGNAL WHEN ENGINE IS TURNED OVER
    (Doesn’t need to be started)

CHECK THE PULSE COMING OUT OF THE MPEM and ALSO AT THE CDI COIL SPADE CONNECTOR (SAME COLOR CODE)

    >>> SET OHM METER TO LOW OHM RANGE

BLACK/RED STRIPED WIRE to BLACK WIRE (GROUND)=28~50 OHMS IS A GOOD IGNITION TRIGGER COIL READING

I may be doing something wrong here.

The Black/Red wire comes out of the metal magneto housing and into the grey plastic plug. From there it goes into the the MPEM plastic box and splits with one wire continuing into the CDI coil and one wire moving into the MPEM.

First of all, when I first opened the MPEM plastic box the black/red wire from the MPEM was not connected to the wire going from the Magneto to the CDI coil. I am not sure If I unplugged it earlier or not but I have it plugged in now... is that correct?

Next, I have done a AC voltage test for the voltage going into the CDI coil and it is around 25 volts that is continuous as long as I hold down the start/stop button. There is no output of this into the spark plugs as their voltage of 2V AC does not change whether I attach the black/red wire to the CDI spade connector or not when I crank it.

I realize this is different from the .5-.7 volts you are talking about coming out of the Magneto but it looks more like 25 V to me going from the Magneto to the CDI.

I don't really understand why the MPEM, CDI, and magneto black/red wires all meet.

    HELP!
