i have a 07" ultra 250 x With R&d stage 1 kit body and engine-
but no intercooler upgrade and no crankcase vent.
I have Riva free flow exhaust and outside mount. Power filter.
I need more power what do i do-

I would do the (basically free) 4 degree timing advance (don't risk 6 degree with the 1-1 pulley), $30 dual-feed intercooler mod (really a must if you plan to run a 1-1 pulley with the timing advance) for starters. Hopefully this will give you 1-1.5mph+ for cheap with better acceleration and cooler engine due to intercooler mod.
You could also consider U-bend mod, secondary waterbox delete, BOV blockoff. Not sure what the specific speed gains, if any, these mods have.
If you really want more speed you should consider getting a turbo kit (but that is like $5000). However that would make the R&D engine kit a waste...
260X pistons are another possibility
Riva free-flow makes me nervous due to water-ingestion concerns, be careful.
What is your application for this ski exactly? Are you trying to get speed on flat water or rough water? For rough water buy some hydroturf lifter wedges, lots of offshore racers on here use them and like them because they keep you planted on your ski. Sorry to say if the answer is flat water the best option is to sell your ski and buy a SeaDoo RXP/-X or a Yamaha FZR/FZS and mod them.
Curious what GPS speed and RPM are you seeing? Please use GPS speed as speedometer is completely inaccurate, also for RPM look at the max RPM at WOT, don't use the max RPM feature on your ski it is inaccurate also. What is your boost set at? I assume you are using the larger injectors and fuel pump with the 1-1 pulley, right? How do you like the handling of the R&D setup (plate, grate, sponsors, 1* wedge, etc)?

I have full R&D Stage 1 kit- L.Injectors-Fuel regulator- 1-1 pulley-Adjustable Fuel Tuner.
Waste gate bock off- the secondary water box are removed-
I use the ski for Race on flat and rough water.
My GPS say 73.9 Mph (Garmin GPS) Rpm 8100 - Boost at 12-13 Psi
i need more power for hole shot...
im very satisfied with the handling im fast on a track. for me its perfekt.
its good and heavy and have good contact, specialy behind some one on track..
What about 1-1.1 pulley can i use that..
where can i buy Turbo kit..????
have you tried 250x with turbo.. ??

If you are looking for acceleration I am not sure the turbo is the way to go. The turbo is more effective at offshore endurance racing where maintaining high speeds for a long time is the goal. A more aggressive pulley may be an option for acceleration, this is true but you would need to make sure that you keep your A/F ratio at a safe level... The timing advance with the 1-1 pulley should provide some acceleration for cheap but make sure to the dual-feed intercooler mod too - between the two you are looking at less than a $50 mod for good gains. I would recommend 4 degree mod with the pulley, not 6.
Other options include higher compression pistons, upgrading S/C to a Vortex, etc. Honestly I am mostly going off of what I have read here - I am by no means an expert. Hopefully someone a bit more experienced will chime in soon...
