intake grate install questions (broke a bolt)

I broke a bolt trying to install my 1200 grate. it was a bolt in the back. I must have overtighten, but I was trying to get it flush with the shoe as I assumed that is how it was supposed to be. Questions below:

    1. Is the rear of the intake grate supposed to be flush with the shoe? If so, how do you do this with a ppk installed?
    2. Is the rear of the shoe supposed to be flush with the plate? If so, how do you do this with the ppk installed? My shoe is already sealed.
    3. Do the longer intake grate bolts go in the front of the intake grate?

    Thanks.

Thanks. I am thinking for the other two questions that as long the grate hangs lower than the shoe which hangs lower than plate, I am fine...I could be way off though.

Thanks a lot WFO! So when you say to adjust the plate after the grate and shoe, do you adjust to being flush?
