Installing drive shaft, can't get PTO seal flush... Need Help!

So I put my built motor in and now time to re-install everything. I decided to get a new PTO seal and boot while I was doing everything. Problem is I can't get it flush with the "tell tale groove". So as you know there is a collar that needs to be moved back to reach the c-clip.... I have that tool and no issue there...... Then there is a PTO rubber housing that holds a bearing..... there is where I can't get the shaft in all the way flush and the owners manual calls for two special tools but when I read on this forum people don't mention using them and it seems like they can just slide the shaft in all the way.... my PTO seal is new and may it need pressing?? Not 100% sure if these tools are needed. Any help or tricks would be appreciated.

If you are not sure what I am talking about, on page 672 in the owners manual it speaks of a tell tale groove that must sit flush or it is not installed properly.
