Rave valve / Pressure regulator? Overheat issues

I am working on a 951 xp di that the overheat buzzer comes on as soon as you try to get up to speed. The engine and first part of the exhaust is staying very cool, but the mid pipe and pipe that goes to the waterbox are getting hot to the point were they are melting the foam inside the ski. I am not to familiar on the valve on the waterbox. I do know it cools the mid-pipe at different speeds. What I do not know is How do you check the valve to see if it functioning properly. I pulled the cap of and the spring inside is ok, but that is how far I got. When you blow into the line into the valve, no air goes thru. Normal? Any help would be appreciated, Thanks

I fixed my problem, I pulled the rave valve off the waterbox and found out that hole was clogged with a buch of mud. After cleaning it and putting it back on the hose, the water came out by the pipe. When the ski was in the water it was actually pumping more water.
