I just want it to go 70. Thats a nice even healthy number. 10mph to much to ask?
So over the winter Ive got to make up 10mph somewhere.
Definite plans are:
Fill ride plate holes
some kinda aftermarket intake
do something with OPAS?

if you do everything on the list you should be going 70+. add a riva intake grate and a 4 inch fizzle intake. I have everything you listed and I run a soild 72-73 without the ride plate holes pluged and a stock prop with smaller nozzles. If i had my after market prop in and holes filled I think I could do 75mph easy.

Cool still be good for ocean riding? I dont quite understand how the intake is routed yet so I dont want to do anything that I have to worry about when a 4 footer comes over the front (Like on Saturday) from boat traffic.

I don't think an rxt is gonna turn a 15/19 with the stock charger.
