I just started a thread about this very same thing! I can turn mine a 1/2 revolution and then it gets tougher to spin. The advice I got was that if the jet pump impeller is moving when you turn the S/C the clutches are functioning and your actually turning the motor over. You can read all about it here http://www.greenhulk.net/forums/show...-wheel-by-hand

If I did it all over, I would just checked the clutch slippage by shoving a piece of wood in the back of the pump to stop the impeller from spinning. Then remove it if it needed adjusted.

The spring washers look just like mine. I finally got the slippage checked on mine and it's dead on 88 in/lbs. I couldn't believe it. I figured for sure it would be lower and need shimmed.
