Question 1999 XLT 1200 D-plate caused low power?

I am working on a 1999 XLT 1200. I installed a R&D D-plate and sensor chip. After the installation I took it out on the water and the thing wont go any faster than 32MPH.
I read a thread that said the opening goes on the bottom. I thought it only installled one way. Is it possible to install the plate upsidedown? The bike runs good, doesnt miss, stumble or make any funny noises. I put new plugs in before going on the water. Please help me to figure this thing out. It feels like I'm only getting half power. Is it possible that I might have to reset the electronics (CDI).

Okay I am no expert here but I just did mine on my 03' and it is quieter and faster due to the change also probably the couplers had something to do with it that I installed with the wave eaters. I have the hole down and I did not think you could do it any other way. I never had to reset anything just put the chip in and started it up.

When you pulled your catalytic converter, did you make sure that you pulled all of the pieces, or did it come out as 1 complete unit?

It looked like the cat was broken off at the corner I tried to look in the exhaust but couldn't see anything. I assumed that it blew the pieces out the exhaust. Yeah i know never assume. Is there a screen of some sort after the cat? I took a compression check and all cylinders @ 90 psi +or- 2psi. This was the first time it had been run after winterization. Thats why I put new plugs in, just incase the stuff fouled the plugs.

The stinger does swedge down pretty small as well as the water box having baffels in it..... all kinds of restrictions. May be worth your while to pull them both, turn them both upside down or maybe run some water through them backwards. Point is that you have to account for all of the pieces of the cat con.
