Unhappy Need help 2001 gp800r carb issue and setting

So I recently rebuilt the carbs on a 2001 gp800r. The only difference is that I put 1.5 n/s in them and pop-off was 50 psi. Test ran, didn't want to plane out most times and went better with choke half closed. So, I put the 1.2 n/s back in which made pop-off 75 psi and I test ran it. Well, it seemed worse but still would plane with choke sometimes. I'm very positive I did everything right since they were apart twice. All lines hooked up right, settings high are 1/2, settings low are (1) 2 1/4 and (2) 1 7/8. Tested in both on and reserve. I am thinking now it might be a bad exhaust valve motor or circuit. Or even a bad sparky. Customer will be back soon and I am lost. Anybody experience this issue? Have any pointers? Thanks.

Your popoff is too high get it down around 40 to 45 and try 1 and 1/4 on the lows and 1and 1/2 on the highs.

Yeah, I left everything stock. 1.2 needles with gold spring. Stock adjustment settings as well. Just took it out and it runs great at 1/2 choke but stops at 4600 without.

I found it. The exhaust valves had broken off at one time and are gone. No damage though. Ordered new today. Who would have thought?
