2004 Sea Doo XPDI Fuel Problem

I'm working on my buds 2004 XP DI 951 and need some help. He just bought it after it has been sitting for a couple years. It didn't even try to fire. Turns out there was about a gallon of water in the gas tank. I dried that out and flushed the fuel lines and filter. Then I drained the fuel rail and nothing but water came out. I flushed that out and put everything back together. The problem is the fuel pump runs but doesn't pump anything. And even when I pressurize the fuel rail myself, I can't even get it to fire. My question is-How bad does ice damage the injectors and other parts in the rail? I'm pretty sure the pump is shot but where do i start with the injectors? Any information would be great!
