Question can too much water pressure cause milky oil but no engine damage?

Just out of curiosity, if you were running open loop and had to much water pressure, could your oil get milky but not damage a part such as an intercooler or oil cooler?

issue on my conversion ski and just trying to chase it down...

Sounds like a bad oil cooler.
