I use a liquid wrench of some sort let it soak in and try to extract it with a pair of vise grips or you can do a bolt with a split washer. Im rententive about my stuff that screw will come out one way or another. It can come out easy or hard its choice

Hello!!! I should have opened the picture... I was thinking it was stripped out.
Isn't it accessible from the engine compartment. I think there is a blob of silicone right under the sc or pto.
May try to drill and extract it. There are kits available at Sears or Lowes.

depending on how tight it is you can use a hammer and a punch. on the outside edge give it a tap with the punch. producing a little dimple and then with the punch and hammer start trying to knock it around. hard for me to explain just make sure you are spinnign right way

A left-handed drill bit maybe enough to catch and back it out. If not well then you have a hole in in for an extractor

If you have a bit of the screw still exposed. Here is what I would do:
Get a dremel tool with a small wheel on it. Grind opposing sides flat so you can use an adjustable wrench on it. Just take enough material on both sides so you do not weaken the metal any more than you already are.
That way you can get a "bite" on it. Squirt some antiseize penetrating oil on it and let it sit for a few days, then give it a try. If you are impatient, try taking tin foil and surrounding the bolt. Tape it all around the bolt. Then take a propane torch and heat it up as hot as you dare to. Let it cool down completely, then take your adjustable wrench and try it. If it seems like it will not go, DONT FORCE IT! dont round off that last remaining part of the bolt! Keep trying this, it will come off.......
