6400-6500 range WOT and water fairly smooth but not glass.

You should be seeing about 7000 rpm with the rave valves open on a 951..my guess is they arent open and thats what is causing the low speed ..

2000 GTX's run 6800 +/- 100 rpm relative to the conditions. 6500 rpm means your raves most likely are not working correctly-- stuck down.

I just bought a 2000 GTX. It runs 56 GPS. About 6780 RPM. Solas impeller and fresh motor (7hrs) with hot rods crank. I had to replace the soleniod valve that operates the rave valves. The soleniod was stuck open and it ran fine full throttle but bogged at 3/4 or less.

Time to inspect and clean the RAVES and install new fuel lines

It cannot be the raves stuck all the way down, because that engine wont turn over 5000 or so with them down. It is possible they are not opening all the way, slightly down. Cleaning them is good advice regardless. Another possibility is the waterbox regulator is outputting too much water at high rpm. Could also be really hot, humid air and hot water.

When the raves don't open, approx. 300 RPM is lost on top end. If you are 2000 RPM down I would be looking for a fouled spark plug and or major engine problem and of course the root cause.

Good information on what to check.
It was hot with temperature around 90
Could it be that with 300 lbs that is as good as it gets
