Garden hose is going to be colder and is forced through the motor. Also there is no load on the motor so it does not get as warm as when riding.

I belive that the temp sensor is the same on the 701, 760, 800, 1200, and 1300 motors. If so, I have 2 for sale:

Make sure the water is circulating through the motor. the ports on the front of the ski should have water coming out wile under way. also check the motor to see if it is really hot when the alarm goes off. can you hold your hand on the pipe or head when the alarm is going off.

You want to check and see if water is coming out of the front of the ski threw the pisser. Put the ski in the water and idle it and see if it comes out. Thats what you want to do before anything.
