how to get water out of inner liner 2000 GPR HELP

I noticed the front bow hook was dripping water the other day while the ski was in my garage. I have a 2000 GPRXP. I assumed my inner linner has water in it. I drilled on the port side stringer near the back of the ski thinking this would drain the water trapped between the inner liner and the hull. I was expecting a gusher but instead nothing came out. Checked the ski this morning and no dripping from the front hook. I lowered the front of the ski and sure enough water is comming out of the tow hook again. How can I get this water out before I seal the front of the ski up? Is there another place to drill inside the hull?
