05 RXP SC Clutch Slippage too high?

Just installed the metal washers, checked torque, getting 16.5 ft lbs. This is about twice the recommended torque. Is the torque too high? I did rotate the wheel a couple times, then took the torque reading.

For a stock 215 Scer that is a tad to high, 9 ft lbs or 100 inch lbs at best...That way when it breaks in it should fall to around 90 or so inch lbs..
