2011 GTI 155 SE Sea Doo

The manual says its 15.9 fuel capacity as well as the dealer. When I bought it the tank was empty filled it up 12 gallons max. Ran the tank empty filled it back up 12 gallons again max!Is there something I am missing here? Also during the break in period will the machine give me full power or is it after 10 hrs? Any help would be much appreciated thanks.

The machine will give you full power out of the box it's recommended to break it in for 10 hours to ease the motor cause it's brand new as for your fuel thank I can't answer that one
