Any ideas? Assuming a bad starter?

Obvious stuff checked, as well as connections. It did it last fall, put away and now need to dig into it.

Does it beep at all? any alarms showing? The water temp sensor is known for going out in these and causing the no start condition.

Just went through this on '01 XLT. Mine turned out to be starter relay. Jump it, if it turns over, replace it. Try ignition switch next.

The starter was missing / cutting out early last season - forgot to mention. IS the relay available separate form the starter?

Yes, just replaced one on my 99 XLL. Think its like $35 so at GreenHulk performance store.
PS It is located in the electrical box.

Pulled the starter, shaft is seized. Any idea on whether or not I need to get the bendix gear out? I popped the starter out by removing the two exterior bolts. Don't want to get into the flywheel if I don't need to.

Also, when I fry the starter, did the relay get smoked too? I heard a click when hitting the start button.

were any of the teeth stripped off the starter? if no, I would not worry about the bendix. as for the solenoid pretty easy to test and see if is still working. put a meter on the cable that goes to the starter try and start the ski if you get 12 volt on the cable the solenoid is working.
