How to disassemble fuel selector valve / check swelling?

I'm trying to disassemble a stock fuel selector valve so I can check it for swelling, and enlarge the holes if possible.

I took it apart as far as I can, but where is the rubber piece with the holes that supposedly swells?

I see a rubber piece down inside but am not sure what it is / cannot get it out.

It's the rubber piece down inside the main body. Get some needle nose pliers and carefully pull it out.
