98 gtx ltd smacking rev limiter on take off

i have a 98 gtx limited with a 951 that i just rebuilt, ive had it on the lake about 15 times already, runs great, and takes off pretty fast, but when you take off with one person on it it will smack the rev limiter about 1 or 2 times before it planes out, and if you have 2 or 3 people on it of course it takes longer to plane out and it will smack the rev limiter about 11-15 times.
im thinking wear ring or pump related, but i was also curious if it could be carb related and its running super lean on take up and the rpm goes through the roof...?
    any ideas?

IMO I'll go with the wear ring your pump shoe or ride plate. If the problem were carb related mostly at some point it will bog and then pick up again. Here you will find great info on how to service the pump area.

    Hope this helps.

Wear ring. Climb underneath, look at your clearance
