2003 gtx limited cavitation after wear ring replacement

well for starters its not my ski, its my friends and i am trying to help him as best i can. he has the plastic jet pump housing not the metal so maybe thats the whole problem, but he is getting just as much cavitation now as he did before and we replaced the wear ring. we checked the prop and it was good to go! my question is, is it the pump? hes getting bad cavitation on start than smooths out. tops out on speedo around 58-60. i would think it should be hitting on speedo 61-62. any ideas or if anyone knows the problem please speak away! i read as much as i could research wise on here and besides saying its most likely the plastic pump, i dunno what else to say---

A pinched neo seal ( seal ring around housing ) will do the same thing.

I just went through the same thing on my 03 gtx. The pump was the problem, I swapped to aluminum and no more cavitation. My speedo shows around 67 now.
