How much fuel should go through line?

Well, I just finished rebuilding the engine on a 2000 1200 xlt ltd.

Iam cranking it over and it just crtanks. I don't think it is getting enough fuel. I changed the fuel filter out and the filter is not filling all the way up, not even half full. What am I doing wrong? Is there a fuel pump thant could be bad?

Three things for combustion. Air, fuel and spark. Start eliminating things...as for your fuel issue, if your lines were completely dry/drained it would take a bit of cranking to get everything repressuriszed and filled again...not sure how much cranking you did. Other things to consider: Are you lines crimped? vaccum leaks?
