In my state the seller has to notify the Department of licensing of the sale and the buyer has XX number of days to register the 'vehicle.' I say all this because perhaps you could call your state's Department of Licensing and ask them how to proceed.

    This might help.

You might have to ask the state of NY for help identifying the previous owner by the registration number on the ski, assuming it's still on the ski.
You may have to pay interest on the sales tax owed based on the actual date of sale.

Not sure about NY but in FL the reg # (number on the ski) is the same as the sticker number. Ill check your your PM.

I would say get in touch with the NY DMV with the HIN and see if they could give you an address. If that isn't possible you may want to start out by filling out DMV form J-23b and submitting it to the CT DMV. The records check will at least hopefully give you a paper trail to the previous owner to obtain a legit bill of sale. The DEEP marine headquarters in Old Lyme may be able to assist you as well.
