Question No oil pump block off kit run lean?

I just bought a 95 slt 750. Guy I bought it from said it needed the carbs cleaned. He had removed the oil pump system. I have no idea if he put a block kit in or not. How can I tell? It seems like the carbs just need adjusted, but I can't get them right. It runs but not well. Bogs hard and dies over 1/4 throttle. I pulled the spark plugs and the middle one looks to have a lot of carbon on it. I wondered if not having the oil pump block kit could cause it to go lean? If not any other ideas? Any help would be appreciated. This is my first ski. Thanks.
