Usually they go bad when they have a crack in the Carbon, Or the O rings go bad,
It looks like you had battery acid in the bilge, or something that,
does the crud clean off the parts?

certainly useable...
as a paperweight for your desk.<groan>
those two particualr items can cost you a thousand or more if they fail at the wrong time.
