98 gp800 tank wont hold pressure on water

I was having problems with the ski when you would first start it on the lake. You have to constantly play with the throttle to keep it running for the first minute and then it is fine. If you shut it down then it would do it again after a minute or two. I noticed the tank isnt holding pressure on the lake, yet in my driveway it would hold pressure. I had this problem before so i rebuilt the carbs. Any ideas.

You can pressurize the tank at around 5 psi and then spray everything down with soapy water,I usually inviolable the check valve and go in through there.did you properly check your popoff when u rebuilt the carbs and make sure the needle valves aren't leaking down after they open or if the pump side of the carbs has a leak

I did not check the pump side for a leak. Is there a good thread on here about how to do that.

When u check the popoff the needle should close within a few psi of the popoff and the gauge should hold pressure after the needle is closed
