Polar opposite of most conversion ideas...LESS horsepower to make a kiddy PWC?

OK so kids under 12 can operate a class A (less than 16 feet) with up to 30hp under adult supervision.

    Sooooo...questions:

-Can you make a PWC into a boat? What must be done to accomplish this?
-or can just putting a smaller engine in the PWC make it a class A boat?

I'd still use the jet pump for safety.

-would a generic outboard motor have enough ass to move a stripped PWC around?

I might need to shrink the size of the pump orifice I guess,

Anyone ever done anything like this?

I don't know for sure. But i think in order for it to no longer be a pwc, you'd have to be able to sit inside it not on it. That's the main difference between them and boats

Yes, I think this is correct also, though there are for sure boats you do not sit in...like the pontoon mini bass fisher boats.

My plan is to mount the new motor up front and then have a shaft to the back with a bench seat to cover the shaft. Some padding around the engine compartment and a reduction of the steering height if needed.

None of this matter unless I find a suitably cheap motor to use though.
