SL650 Throttle Butterfly question / just rebuild carbs / pictures

So I just rebuilt my carbs with genuine Mikuni carb kits in my 92 Sl 650. When you look at the throttle syncs all the butterflys were pretty much shut and the screw that sets them was turned all the way out. I attached a picture for reference. Should these be open some to raise idle? I was having cold starting issue which required a prime to get it going before hand. Just want to ask the experts opionions prior to putting it back in.

    Thanks,
    HoopD

they should be open slightly. Hard to adjust idle speeds though, until motor is running, under load.
