    98 717 GTI carb issues

Started up great, but needed to check and clean carbs, they needed to be cleaned at least
Carb rebuild kit ordered just in case,

after cleaning, checked pop off at fuel inlet with wd-40 in it was popping at 49 psi if I was doing it right, do not have a pop off tester was using a regulator on compressor hose to adjust psi.

put it all back together, it now takes alot longer to start and at idle to full throttle would bog down and sometimes die,

I adjusted bottom turn valve to 3/4 out counterclockwise and appears to have solved this issue of bogging out while testing on trailer.

this GTI only has 12 hours on it all factory, what should the pop off be and what should I check and or adjust?
    thank you for any advice.

Popoff sounds correct but I think the low speed (bottom) adjuster should be at about 1.25 turns out. Top is probably all in or maybe 1/8 out. If you found the green goo on the carb fittings then it's in the fuel switch too. So make sure you clean or replace it.
