99 gti topping out at 40mph, why?

working on a 99 gti for a guy that ran it into a pontoon boat. got the hood scoope fixed back, pulled the carb and went through and cleaned. and fixed his fuel gauge. took it out this morning for a test run and it ran good other than it topped out at 41mph. it was on smooth water. and it was reving fully. what things could be causeing this.

Seems to be pretty basic trouble here, a little too basic for a self proclaimed jet ski mechanic (who is advertising on CL)... keep practicing man!!!

A 99 GTI is a slow machine anyhow, a perfectly running GTX with that same hull and a 787 only runs 51 on a good day, you can only expect around 45 from the GTI. GPS speeds of course.... The late model GTI's with the slightly smaller hull and 717 on do 46/47, and that's pushing it. So you're not far off in reality... That's just the speed to expect when you own a turd lol... People are cutthroat around here, if everything isn't perfect and a few people's skis get towed in, your name will go down the drain with the quickness. I used to work at the local Seadoo dealership a few years ago as the service manager. What I found out was that Seadoo MX is child's play easy, but there's so many little details that people overlook or just attend to that will leave a guy with a bad day on the water. Candoo is a must as well, ESP for 4 strokes but is needed on RFI's too... Any rate, good luck...
